The CDLIS database is monitored and updated by American Association of Motor Vehicle Administrators (AAMVA). CDLIS consists of a Central Site and nodes at the Motor Vehicle Agencies (MVAs) of the 51 jurisdictions. As of February 25 2013, CDLIS had 14.6 million records, growing at an average rate of nearly 40,000 new records per month. The Central Site houses identification data about each commercial driver registered in the jurisdictions, such as:

• Name
• Date of Birth
• Social Security Number
• State Driver License Number
• AKA Information
• Current “State of Record” (SOR)

This information constitutes a driver’s unique CDLIS Master Pointer Record (MPR). Each MVA houses detailed information about each driver for which it is the SOR. This detailed information, called the driver history, includes identification information, license information, and a history of convictions and withdrawals. When a jurisdiction MVA queries CDLIS to obtain information about an applicant prior to issuing a CDL, the CDLIS Central Site compares data provided by the State Of Inquiry (SOI) against all MPRs in CDLIS. If one or more matches are returned, then the CDLIS Central Site “points” the SOI to the SOR (State of Record). The SOR can then provide the detailed information about the driver’s commercial driving history.

Carriers today are eager to hire well-qualified individuals. But too many times, applicants will falsely claim they have graduated from certain schools. Or worse yet, will claim they are military veterans when they are not.

Driver iQ can help you verify education and military service histories.

Driver iQ conducts a federal, statewide (if available) and county level criminal/civil history check, based on the location of the listed residences for a specified period of time. Residences or names that are discovered through a credit check or social security number trace during a specified time frame can be checked at the carrier’s request. Checks can also be completed for applicant’s work or school addresses. In full adherence to state and federal law, each history includes, at a minimum, a seven-year search of:

• State/federal felony and misdemeanor records
• Reports of convictions and/or pending prosecutions
• Civil suits filed by or against the applicant
• State/federal tax liens and releases

The Federal Motor Carrier Safety Administration (FMCSA) requires employers to obtain and review a motor vehicle record from every state in which a commercial driver has held a license during the previous three years. In addition, at least once every 12 months, companies are required to obtain motor vehicle records from every state in which their drivers held licenses. Sometimes drivers leave a company under good circumstances and are eligible for rehire if they were to reapply. But carriers never know when the driver might be looking for work, and maybe the driver is too embarrassed to ask for his/her old job back.

Under Driver iQ’s Eligible for Rehire program, all a carrier needs do is indicate that the driver is eligible for rehire on the termination documents stored with Driver iQ. The carrier will be proactively notified that the eligible driver’s records are being requested by another carrier, which indicates he/she is looking for a new job. The original terminating carrier can then take the necessary steps to notify the driver that a job is available if they’d like to reapply.

This program is free to all carriers who store their termination records with Driver iQ.
